You are vastly overestimating the power of the deck, you're comparing a low power APU to a 2070 which is a very powerful dedicated GPU. Capping to 30fps is the way to do it, but you should be very impressed a stable 30fps is possible considering you're emulating it. Not really. Can confirm, you need to set CPU to 11 Watt and GPU around 1100 to 1300 for stable 40fps with mods. Im also running linkle, second wind, many other small mods together and its working great. First thing I did too with my steam deck lol love it.
