Jul 23, 2020 · I ignored this bug and thought: "it's ok i'll get the next armor set." So i went and did the awseome battle against the devourer (best boss ever by the way!) and completed the devourer set. Then when i put the 5 pieces together THE SAME HAPPENED AGAIN with the devourer's claws remaining at level 8. Also note there are 2 ways to do this quest. 1 is the peaceful way and 1 is the combat way. Since the quest really doesn't give any experience to note, and it is a tough battle, the best way to do it is the peaceful way.
