It would merely extend the jury's royalty over the contempt period, effectively turning this Court's injunction into a compulsory license," the judge said. David Folsom was an Article III federal judge for the United States District Court for the Eastern District of Texas. He joined the court in 1995 after being nominated by President Bill Clinton. Folsom was the Chief Judge of the court, taking over the role as the court's lead judicial administrative officer from Thad Heartfield, from 2009 to 2012.
