I found it too, I believe that the Khajit Caravan comes to Dawnstar to restock and that is their chest to get new items from. It resets whenever the khajit caravan arrives, and when they do arrive you can purchase the items that were in the chest from the khajit. Don’t ask how much gold I have made from this chest. Don’t. Dawnstar khajiit caravan not showing up. EVER. So I'm trying to do the dawnstar caravan speech leveling trick, but the caravan is NOT SHOWING UP. however, the two armed khajiit that guard the caravan are showing up, the rest of the khajiit are not. The chest is still here, full and lootable. But the caravan will not show up.

So I don’t know the answer BUT One of the bodyguards of ahkari has a quest of moon amulet. Take the quest, find the amulet but don’t give it back to the cat. Whenever you need to locate him, activate the quest which at that point says “return moon amulet to cat” and shows you the exact location. So you can get the schedule by yourself. The invisible chest in dawnstar is the shop chest for the Khajiit Caravan. You can reset the contents of the chest by waiting for a caravan to come into Dawnstar. If you talk to them and they have a full inventory, you can loot those items from the chest.
